Castalia advises governments, utilities, and international financial institutions on improving governance and reducing corruption.

David Ehrhardt— Much of David's work deals with how to improve governance of infrastructure sectors and providers. He led the development of the definitive World Bank publications on this topic: Sourcebooks on Governance and Anti-Corruption in Electricity and Water. Early in his career, David worked on New Zealand's pioneering public sector reforms. More recently, David has advised countries such as the Philippines on good processes for decision-making in major infrastructure projects and public private partnerships, and has suggested ways to reduce corruption risks in numerous other countries.

Nils Janson—Nils advises governments and financial institutions on strategies for governing, financing, and regulating infrastructure. He led the development of a good governance strategy for the national electricity utility in Honduras, as part of World Bank project. In Argentina, he conducted a due diligence of the legal, regulatory, and corporate governance of the water and sewerage company in Buenos Aires.

Chloë Oliver—Chloë helps clients identify governance risks in infrastructure sectors, and helps governments and development agencies to mitigate these risks and promote good governance. Chloë recently prepared guidance for the World Bank staff and other development practitioners on how to assess and prevent corruption at the sector and project levels. Chloë used this guidance to help the World Bank design an effective good governance program for an electricity distribution project in Honduras. Chloë is also reviewing World Bank work on governance and anti-corruption in the transport sector, and managing a DFID project to implement a good governance plan for the water service provider in Guyana.
