Security of Supply Policy Review

Castalia has been engaged to undertake an independent review of the Reserve Energy Regime (Regime) set out in the Government Policy Statement on Electricity Governance and the Electricity Commission's Security of Supply Policy (Policy), which implements the Regime. This page contains documents relevant to the review and will be updated as our work progresses.

  • Issues Paper - The purpose of this paper is to set out what Castalia considers to be the key high-level issues relating to the current reserve energy arrangements and to invite initial stakeholder feedback on these issues, as well as any others that may be relevant. This paper will be used to facilitate the interview and information gathering process, prior to the preparation of a more extensive consultation paper

  • Consultation Paper - We have reviewed the Reserve Energy Regime and its implementation in the Electricity Commission's Security of Supply Policy. In this paper we set out our initial findings

  • Submissions provided by interested parties on the Consultation Paper:
  • Final Report - This report sets out the final findings of Castalia’s independent Review of the Regime and the Policy. The Electricity Commission will consider the Final Report pursuant to the Government Policy Statement and make its own recommendations to the Minister of Energy. The Electricity Commission is not obliged to adopt any of Castalia’s recommendations.

If you require additional information regarding the review, please contact Anton Murashev (+64 4 913 2823).
