Rwanda Energy Prospectus Raises $228 million

Castalia has launched a prospectus to raise funding for Rwanda's electricity access programme. An initial donor pledging session based on the prospectus raised US$228 million--around 95 percent of the required funds for scaling up electricity access.

The prospectus prepared by Castalia is a world-first, and is based upon a sector-wide approach to integrating access investments with other sector investment needs in electricity generation and transmission. The prospectus analyses the current capacity of government institutions and the power utility, as well as the readiness of development partners to participate in the programme. The prospectus also presents detailed geospatial planning of the 350,000 households that will be provided with electricity supply by 2013. This planning is used to develop cost estimates for all components of the access programme, including required equipment, capital works, and technical assistance for the grid and for off-grid investments in remote rural areas.
