NEDA Pushes for Value Engineering in Infrastructure Projects

Castalia is advising the National Economic and Development Authority (NEDA) in the Philippines on how  value engineering and improved risk management can be implemented for major public infrastructure projects. This involves establishing guidelines and procedures for including value engineering and risk management in project preparation and pre-approval evaluation. The framework will ensure that the Government carries out infrastructure projects well suited to achieving its policy goal, and that cost over-runs of ongoing projects are minimized. The framework will also ensure that agencies responsible for projects have a well-defined risk management strategy, and this can help improve project outcomes. The framework that we are establishing applies to projects funded by donors, by the Government budget, and projects carried out as PPPs.

The importance of Castalia's work was recently highlighted at a donors' summit in Cebu City, where donors raised concerns regarding the level of analysis needed  to approve funding assistance to infrastructure projects.
