Policy Recommendations for Private Investment
SAFETEA-LU, the current national surface transportation program in the United States, needs to be reauthorized by the U.S. Congress. In connection with this effort, Castalia has provided input on policy recommendations that seek to take advantage of available private investment, much of it offered by U.S. public pension funds and other institutional investors that seek to invest their funds in the U.S. infrastructure and receive a reasonable rate of return on their investment in return for successfully managing the specific risks that the public sector has transferred to them.
