Castalia helps Bermuda adopt landmark electricity sector policy

On 5 June 2015, the Government of Bermuda adopted a National Electricity Sector Policy, prepared with the support of electricity policy and regulatory experts in Castalia’s Washington, DC office. Castalia has been advising the Department of Energy, part of the Ministry of Economic Development, since December 2014 on the policy and regulatory reforms needed to modernize and liberalize Bermuda’s electricity sector. To develop the Policy, the Castalia team set up a high-level electricity sector generation model, and participated in several rounds of public consultations and workshops to gather feedback on policy proposals. The Castalia team also drafted the Policy, in close coordination with the Department and the Ministry.

Castalia’s advisory now transitions to helping draft the new electricity sector legislation that will give legal effect to the policies articulated in the Policy. Castalia will also help the Ministry and the electricity regulator develop a licensing regime for generation.
