What To Do When PPPs Go Wrong

In the case of the rolling stock PPP in NSW, the political and operational need to get train sets in to service meant that it would have been very tempting for the NSW Government to take back many of the risks allocated to the private sector under the contract. The challenge, therefore, was to find a solution that met the political and operational objectives while maintaining the original risk allocation under the contract, as that was what provided best value for money.
