• Telecommunications Competition, Interconnection, and Pricing Toolkit, Global
    The Information for Development Program of the World Bank developed an online toolkit for telecommunications to provide guidance to governments, regulators and telecommunications firms on key issues in telecommunications regulation. The toolkit provides a web-based resource for regulators; complete with training materials and review workshops. Castalia developed the modules on competition, interconnection, and pricing for the toolkit, which is available here
  • Investment in ICT, New Zealand
    Castalia was engaged to advise on international investment opportunities in the information communications technology sector in New Zealand. For this project, we first conducted a gap analysis to benchmark local investment trends against international levels. We then identified opportunities for private equity funds, international telecommunications firms, and other infrastructure companies that would represent viable business cases. Finally, we provided recommendations on how these investment might be marketed to international investors
  • Telecommunications Interconnection Framework, Bahamas
    The Bahamas Public Utilities Commission engaged Castalia to advise on a standard interconnection offer to encourage competition in the telecommunications industry through access to the national telecommunications network. Castalia developed an Interconnection Framework Manual to guide dominant operators on the requirements of a standard interconnection offer, which also set out how the regulator will review interconnection agreements
  • Regulation of Mobile Termination Charges, New Zealand
    The competition authority developed spreadsheet model to assess the costs and benefits of regulating mobile telephony service providers. Castalia was engaged by the regulator to audit the spreadsheet model to ensure that it accurately reflected the economic benefits and costs of price regulation, accounting for potential welfare losses from the use of market power and regulatory compliance costs
  • Assistance to Regulate Telecommunications, Vanuatu
    Castalia helped the Government of Vanuatu review the performance of the telecommunications service provider—a joint venture between Cable and Wireless, France Telecom and the Government. We analysed the potential for competition, and advised on how interconnection issues could be addressed, and universal service funded. We assessed costs and service performance against regional and Caribbean benchmarks and helped to establish a Utility Contract Management and Policy Unit to regulate telecommunications
